Oklahoma Alcohol Rules, Made Simple for Your Event
Oklahoma overhauled its liquor laws back in 2018, but the agency that governs who can serve alcohol, where, and how is still the ABLE Commission (Alcoholic Beverage Laws Enforcement Commission). If you are planning an event with a bar, here is what that means for you, in plain English.
The Basics
The ABLE Commission issues the licenses and permits for alcohol service in Oklahoma. Different kinds of service need different licenses:
- Event Bartender License: Required by the Marissa Murrow Act for anyone serving alcohol at an event. This is the license a professional bartending company carries, so every bartender pouring at your party is licensed.
- Special event permit: For one-time public events like festivals or fundraisers where alcohol is sold.
- Private event (usually no permit needed): If your event is private, the alcohol is provided free rather than sold, and a licensed bartending crew handles service, you typically do not need a separate permit.
What You Are Responsible For
If you hire a licensed bartending company like Boomtown:

The Liability Question
Oklahoma follows social host liability principles. If you provide alcohol at your event and a guest gets hurt or causes harm while intoxicated, you could be held responsible. Questions You Might Have
Can guests bring their own alcohol? At a private event, usually yes. At a public event with ABLE permits, it depends on the permit. Always check with your venue, since some prohibit outside alcohol no matter the event type.
Do bartenders need individual licenses? Yes. As of July 1, 2026, the Marissa Murrow Act (Oklahoma HB 2369) requires anyone serving alcohol at an event to hold a state-issued ABLE Event Bartender License. Can we serve alcohol at a public park? Most Oklahoma municipal parks do not allow alcohol. Some have designated event areas with permits. Check with the parks department before you book the catering, not after.
